Mayor Johnston opens new recycling center After a long wet spring the long awaited Belle Center Recycling Center was opened on June 11, 2009. The Village of Belle Center is host to the 4th full-time recycling center in Logan County. The hard work of Mayor Teresa Johnston and The Recycling Committee of the Village Council, headed by Rhonda Fulmer, came to fruition after nearly a year of groundwork, planning, and finally building. The Logan County Solid Waste Management District is pleased to add this facility to the north central area of the county. Located in Murray Griffen Memorial Park the recycling center provides containers for recycling paper, cardboard, plastics, glass, aluminum and steel containers as well as a trash collection service known as Pay-As-You-Throw (PAYT) with the Solid Waste green bags sold from a vending machine on the site. Residents brought materials to the opening to recycle, including Rhonda Fulmer, who wanted to be one of the first to use the new facility build by the Solid Waste District. This is the fourth full-time recycling center operated by the District and is part of a growing network of centers to build recycling in the District as part of its goal of reaching Zero Waste by 2020.
